Contest Period. The period of time during which the Contest will be held (the "Contest Period") shall commence on 3:00 PM Pacific Standard Time October 29, 2009 and shall continue in duration until 2:59 PM Pacific Standard Time April 28, 2010 (the "Deadline"). All entries must be received by the Deadline to be eligible to win a prize.
Seems like it will take a while then, unless they start the beta before that and simply accept more people in as it goes.

It will certainly start as closed, but I have no idea if it'll go public at one point, however.
If you create a Battle.net account and register a Blizzard game there you'll get a very small chance of being selected to play into the beta. Another way would be to get beta keys through contests, I remember a Twitter contest a while back for instance.
Maybe a clue that the beta is nearing? (One CAN hope
