Yes, always, all, by using them.

However Sephiroth (2.2k+ player) doesnt use them, but hes crazy

Use as many as you can possibly remember. And you will only learn by keep using them. When playing unrated with friends make a rule to yourself that you will only use hotkeys. Forcing yourself to learn them.

Could someone please post a custom hotkey-set up? what commands at which hotkeys, and why
