Yes, that's actually the neutral site of ZH. When you snipe a unit down with jarmen or you shoot with a nuke cannon that has neutron shells selected they will become neutral. That neutral site is called civilian iirc.

Neutral mean no one owns it, and any unit Can "CLAIM" it.

Civilian is say, the Terror cars on TD, or say The Buildings, They belong to a team, civilian.
