I did not notice any cheating, and he definitely disconnected right as he was about to lose. Based on the screenshot and the timing, this was most likely intentional.
His RA3boards profile shows very few losses and mostly desyncs/disconnects.

I Agree, this is an intentional DC, added to the list, but since he doesn't have a GR account and his DC rate is below 25%, we probably can't do anything about him.
