You should never get Legolas to counter BWs. Until he has more than 3, Haldir can scare them off, once he gets 4 though you'll need Thran, he's the only legitimate counter, besides the Eagle, Elves have.

Haldir sucks vs wagons imo, his bow doesn't do nearly enough to be useful and his sword only works when you're lucky. If I get him vs Dwarves, it's only for the LD and splash vs Guardians. Thrandy is good, but too expensive imo. I'd just rather get Lego for hawk strike.

3 BWs will kill Lego in under 10 seconds. Shit, one BW can kill Lego because they outrange him, Lego is 100% useless against Dwarves.

Haldir is equally not so great but then he doesn't cost 2000 and has other uses, like splash and LD.

I've already agreed that Haldir is good for his other uses. If you really just need a counter to BWs, I'd take Legolas. Legolas should always have at least one pike nearby btw, cuz he does get owned by BWs.
