Land cancels rain?

I was told in game that moving across someone else's land (NOT your own) restores leadership that was lost from rain? Is this true without game alteration? If this is true, it's an unpublished "trick," and it, as well as others like it need to either be published so all can use it, or be banned as a bug/cheat.

Hi, it is a well-known bug commonly accepted and often used. It only works if the land belong to the team that casted rain, it doesn't matter if the land was laid before rain was casted.

I saw this in a ffa, so no teams. Just has to be someone else's land other than yours.
