The Allied Chronosphere is your tier two super weapon. This weapon allows you to transport armor units anywhere on the map. There is a significant cool down time so you cannot just send a few assault destroyers all the way across the map as it will take a while for them to become usable. They are targetable during the cool down time so you risk losing your units if you "chrono" them a far distance. You can also use this weapon offensively by "chronoing" your opponents units away possibly killing them depending on where you send them.
When placing your Chronosphere you should keep in mind that the super weapons appear through the fog of war so you can not build them in a remote area hoping your enemy will not find them in time. Try to build them in the most protected area of your base, also make sure that you have enough power otherwise you will not be able to use them.
