The Soviet Naval Yard is basically the War Factory, except it can be constructed on the water. This is an extremely important structure, especially if there are a lot of water expansions to defend, or if the maps only means of getting to the enemy is through the water. Unlike the Empire of the Rising Sun, the Soviet Tanks are not amphibious, meaning to get strong water units you must build one of these.
Placement of the Naval Yard is not extremely important but if you are trying to surprise your enemy you want to keep it as far away as possible from the shore so your opponent may not see it while he is scouting. You also want to place it away from the shore so your opponent cannot destroy it while remaining on land.
