If you dont take Saruman you will take Wormtangue or go for upgrades .Those are the best choices imo.
The problem with getting upgrades with devastation is that if your economy cant support the upgrades, you get lured into a false sense of security. You start upgrading everything and then find you dont have the infrastructure to support the constant upgrades. It fucks with your game after that. Heroes or MORE infrastructure are the safest options imo.
