It helps a lot to do a scan before attacking a Stealth opponent, just to get an idea of where tunnels are, so you can avoid pops and the Palace. Not that you needed it in this game, but as a rule of thumb, wasting any Vees hurts.
Floating a lot of money can always be detrimental, to avoid this it's best to build as many War Factories as it takes to deplete your income for two Vees per queue.

You scan while you're planning the attack instead of attacking without knowing what is where and brute forcing through, but it does reveal your intentions, so I usually wait until I get a my next scan for the attack.
It stinks to be China, because every attack is guess work against Stealth until you've got Lotus or want to edge over an Outpost, which usually gets destroyed if the player is paying attention.
