xezon (GenTool Creator), has begun a project to fix the problems currently plaguing the ZH Server, along with those that have plagued it in the past (if possible), but to have this task completed, he has rightfully given the community a price to pay for his hard work. (server speed fixes apparently apply to all CNC titles)

They are generally sluggish for all of the games, and for ZH players, they won't let you login half the time and kick you offline every 15 - 30 minutes on bad days.
There are also quality of life issues which can be corrected, sometime down the line.
It's to improve the servers with a guarantee, rather than donating to keep them afloat and wondering if problems will ever be addressed.
Don't get me wrong here, I appreciate everyone's effort and xezon's offer but 1500$ seems like a big number to just fix code. Wouldn't it be better to spend this on better hardware for the server maybe? You can get a pretty high end machine for that amount of cash.
Maybe I'm missing something and 1500 is reasonable, if so please show me.

It's the express route everybody cried for.
We're asking somebody to take the time out of their life to work on something they don't have to, you know, it's what you do when you employ somebody to do something, you pay them the price they offer you.

Alright that makes sense, but 1500$ seems too much for me. You should try to justify the hefty price in order to maximize the amount of people you can convince.

The last time i talked with ToxicShock, if i remember correctly, he said that the machine still had half of its processing power unused or something [might be wrong though] So from what i understood its likely not hardware issue
if xezon finds out there are no issues with the code, he probably won´t need the 1500$ as he won´t have to fix it, so i guess he will then spend it elsewhere, boost pricepools or maybe use it for better hardware idk.
