You could avoid this problem by zooming the webpage...
But yes imo this should be fixed, I'm never able to read replay comments when I browse GR on my phone (since I can't do a real zoom with my Chrome for Android)

If you have a User Script Manager (like Tampermonkey or Greasemonkey), you can write a user script which appends theis stylesheet to the page to fix the problem, before GR's coders fix it:
<style> .comment_display_content { float: none; width: initial; }</style>

Example (my user script running on Tampermonkey):
CODE

// ==UserScript==
// @name         GRReplayCommentsFix
// @namespace    http://tampermonkey.net/
// @version      0.1
// @description  try to take over the world!
// @author       You
// @match        https://www.gamereplays.org/redalert3/replays.php*
// @grant        none
// ==/UserScript==

(function() {
    'use strict';

    // Your code here...
    document.head.innerHTML += "<style>.comment_display_content { float: none; width: initial; }</style>";
})();

Effect of the above user script:
