We've received a new patch for the Act of Aggression Reboot beta today. Lots of changes regarding building HP!
Read more in the official announcement:

BUG FIXES :
 - Fixing a bug occurring sometimes with the K-Max harvesting capacity.
 - Fixing a bug occurring when the destruction of a player’s last SkyCrane didn’t trigger defeat.
 - Fixing a bug preventing the Cartel’s Refinery & Extractor to benefit from the « Repair Drones » upgrade.

GENERIC :
 - Infrastructures’ building speed increased by 25%.
 - All units (but builders)’ road speed increased by 25%.
 - Damage dealt by an exploding building have been removed, but for Cartel’s Tokamak, artillery turret & Thor Control Center ; US Army’s Peacekeeper silo ; Chimera’s Omega Blitzer.
 - Damage dealt to the passengers of a helicopter crash have been decreased.
 - Neutral buildings’ hit points decreased (but for the smallest ones).
 - Tankers’ capacity increased from 540 to 600.
 - Tankers’ resources input & output increased from 45 to 50$/sec.
 - Resource deposits’ capacity increased from 60.000 to 70.000$
 - Refinery’s hit points decreased from 175 to 100.
 - Extractor’s hit points decreased from 125 to 75.

BALANCE:

US :
 - HQ’s price decreased from 12.000 to 10.000$.
 - Refinery is no longer required to build a Power Plant.
 - NLOS-C’s rifing range increased by 50%.
 - NLOS-C’s price increased from 2.000 to 3.000$.
 - FCS Mortar’s price increased from 1.250 to 1.500$.
 - HIMARS’ price increased from 3.000 to 3.500$.
 - HIMARS’ missile upgrade’s price increased from 1.000 to 1.500$.
 - HIMARS’ hit points decreased by 40%.
 - Power Plant’s hit points decreased from 120 to 80.
 - Armory’s hit points decreased from 60 to 50.
 - Field Generator’s hit points decreased from 25 to 20.
 - Field Hospital’s hit points decreased from 120 to 80.
 - Heavy Armor Factory’s hit points decreased from 140 to 100.
 - Heliport’s hit points decreased from 70 to 80.
 - Light Vehicle Bay’s hit points decreased from 120 to 80.
 - Logistical Center’s hit points decreased from 50 to 40.
 - Peacekeeper Silo’s hit points decreased from 250 to 200.

Chimera :
 - HQ’s price decreased from 13.000 to 10.000$.
 - Barracks’ hit points decreased from 80 to 60.
 - Spear Vehicle Bay’s hit points decreased from 140 to 80.
 - Support Bay’s hit points decreased from 140 to 80.
 - Air Control Center’s hit points decreased from 100 to 80.
 - Prison’s hit points increased from 40 to 60.
 - Research Lab’s hit points decreased from 140 to 80.
 - Sword Vehicle Bay’s hit points decreased from 180 to 120.
 - Anti-Ballistic Center’s hit points decreased from 140 to 80.
 - Omega Blitzer’s hit points decreased from 160 to 140.

Cartel :
 - HQ’s price decreased from 11.000 to 10.000$.
 - Amos’ price increased from 1.500 to 1.750$.
 - Comanche’s vision range increased by 40%
 - Accelerator’ hit points decreased from 80 to 60.
 - Barracks’ hit points decreased from 60 to 50.
 - Tokamak’s hit points decreased from 150 to 100.
 - Repair Center’s hit points decreased from 120 to 80.
 - Prototype Bay’s hit points decreased from 175 to 125.
 - Helipad’s hit points decreased from 100 to 80.
 - Barracks’ hit points decreased from 80 to 60.
 - Stealth Lab’s hit points decreased from 100 to 80.
 - Thor Control Center’ hit points increased from 80 to 100.
 - Vehicle Bay’s hit points decreased from 175 to 100.
 - Air Control Center’s hit points decreased from 150 to 80.

Definitely. I could harass and take out buildings quickly. This also made some units very strong though.
