I think it's essential for us to understand what your rationale is behind all these changes, so we can refer back to it in case this ever turns out controversial.
(especially the WotR file).

EDIT: I guess what I'm saying is: could you write changelog entries that clarify to players what you changed? They don't need to be on a "per territory" basis, but say if you did something for all fort maps then say:
- Fort maps now get the option to build walls

Ok, a quick change log for these files;

Olog-Hai CaH;
- Great Troll base armor increased from 3 to 5, base health increased from 2 to 3.
- Snow Troll base health increased from 2 to 5, base heal rate increased from 5 to 6.

WotR;
- Redundant statements of maximum allowable structures removed from 1 and 2 build plot territories.
- Amon Sul territory can now build a Fortress.
- Mordor region bonus reduced from -100 unit cost to -75 unit cost.

I'll include txt files for any new files I post.

PS did the value in gamedata.ini get changed?

Do you know how to change wich map rotwk fetch for wotr?

To change to a different map for rts battles;

Edit LivingWorldRegions.inc in FinalBig, scroll down to the territory you want to change the map for, find the line "MapName = "(MAP WOR name)" and change the name in the quotation marks to the name of the folder that contains the map you want to use.

If you use maps not set up properly for wotr the game will crash when the battle starts, so I avoid doing this.

Yeah main problem is that wotr use map mp brow lands
so all wotr map are wotr map + 3 mp
