I'm missing the evidence of hacking to be honest. Watched it from your perspective and rewatched it from his perspective. Didn't seem to be anything out of the ordinary.
You called him out for maphacking in game, because he used his recon run to spot your sniper. Not really a weird move coming from a high level player, now is it?
Besides, he ran his Jeep over your mines. His M18's got caught by pak's multiple times. This suggests he didn't know where they were. Ergo, he didn't maphack.

The main reason for these sudden maphack accusations is because LuckyStilet whined about it. Stilet is never going to to admit that the reason the Chinese guy is higher on the ladder (with every faction) than him is because he's just better...Hence the Conspiracy Theory's. In saying that, I've been beaten by this guy about 10 times and I'll say there's something not quiet right there. He's clearly better than me but it's more than that. He seems to be able to do more with his units than I ever can (using the same faction) but I don't think it's a Maphack. Maybe he is just really skilled?
I have few replays where he avoids my mines in early game and hits them only when he already got whole map and it's gg, can't say that it is proof but i'm 99% sure
