probably bit more than you. He will prioritize enemy sniper IF enemy sniper is in range/sight. If not he will shoot anything he sees (including kettens, acs,...) That's why you should not use attack-move to counter enemy sniper but should manually target him or put him on hold fire mode and when enemy sniper shoots, remove hold fire fast.
xP.... his enemy sniper is not in range so no problem, u can feel free to use ur sniper and shoot. Usually player sthink they have to build sniper for only one job... for kill enemy sniper, so they just camping with sniper waiting for enemy sniper mistake

Well, when you build a sniper to counter-snipe is doesn't make sense to reveal your hand without a good opportunity to CS. That said, if you wait too long you are missing out on valuable kills you could've gotten.
Also, attack-move when the other sniper is cloaked is setting yourself up to get sniped yourself.
