Kinda true, but on neutral host obviously less so. Especially if you can hang in there until med-game when you get your lumber mills, spells and heroes (mounted gorkil!). Late game I'd say goblins have the best time cause completely destroying Elves' eco gets really easy with gob spam, ling summon, wyrm, balrog. Then, all you need to win is destroy their armies.

A good elf will never let gob destroy his eco. Elf units combination beats goblin's merks against halves lindons follow spiders elite archers against drakes, eagle beats gob archers the debuff land if needed helps...
