It's very simple. Simply download the file to the root of your main TF2 folder, generally: C:\Program Files\Steam\steamapps\<username>\team fortress 2\tf
Then hop into the game, open the console (~ key by default) and enter: playdemo demoname
Shift+F2 open the demo playback window, with many options like fast forward and skipping straight to a certain demo tick (time entry). If you playback a server-side demo, ie. demos recorded by the server, you can also switch the tracked player (left-mouse button) and the view mode (spacebar), just as you can do when tracking someone in spectator mode - excellent to learn the best players tricks, by switching to their first-person view instead of the default third-person one.
