Yes, any mod and or map can be used to take the screenshot
Why do you set the rule to prevent players edit (even not resize or cut some parts) the photos? It is like setting the rule that allows you teleport hexa if it emped by awakened squad but it cannot be teleported if it emped by raider buggies. That allows means mappers/modders can cheat freely.

So we can ensure that we're looking at a screenshot from in-game and that we don't have anything outside of the game added to the image. After all it is a screenshot competition.

You are half-way answering my qustion. First even cutting some parts on the photo is not allowed, I cannot even delete the ingame chat.
But you can use the world builder for doing same thing can done in photoshop.
You can even use some mods to get these kind of screenshots.

If there is any doubt that a screenshot could be forged or edited in Photoshop then I'd expect the one who took the screenshot to provide proof that it's not.
E: If someone wants to make a mod solely to win this competition, more power to them really! I'm sure it'd deliver some really nice screenshots
