If some1 improves really fast, like in 4 months, example: sexiie comes back and spam 24/7, and he becomes expert level... U will still wait 1 or 2 years to promote him to expert?

Yes. Only exception would be if all Experts create a poll and vote for someone to get the Expert badge. After all its the job of the current Experts to vote new Experts.
