I'm having a craze about mana regen runepages (for mana-champs) - I just feel like ability spam in the lane phase can dictate how much you can get an advantage over your opponent. No mana = no damage for many many champions, whether that be direct damage such as Gangplank's Parrrley or indirectly by allowing you to get into a position in order to deal damage, or deal damage and still not be overextended, eg Ezreal's Arcane Shift or Sivir's Spell Shield.
What do you guys think about running flat mana regen on yellows and blues/quints...?
Flat? unless they changed it, regen/lvl equal out about level 4 or so, which means they're only optimal for the first 4 levels, compared to the 14 that regen/lvl have afterwards.
mmm, using up all your yellow/blue rune slots to gain less mana regen than a meki pendant offers?
Top lane, you'll get shafted, you have no resistances in your runes. Bot lane, you'll get shafted, you have no resistances in your runes.
So the only place it may work is middle. So lets assume you never get given blue, and you're against another typical caster who is running mana/lvl yellows.
at lvl 1 - you get 70more mana/minute than him at lvl 2 - you get 63more mana/minute than him at lvl 3 - you get 56more mana/minute than him at lvl 4 - you get 49more mana/minute than him at lvl 5 - you get 42more mana/minute than him .....
so at lvl 1, you're capable of doing, at most, 1 more ability cast per minute than him, and before you've probably exhausted your mana pool, that advantage has been reduced by 50%.
I can't see it being worthwhile on anyone, if you want to spam abilities, take a mana-less champ.
it just feels like more than the pittance that 1 ability per minute sounds.

most common blues are cooldown reduction, magic resist and AP. most common yellows are armour and health / health regen. i mean, you can get like 50 flat health regen per minute, or 174.96 extra health at level 18 just from yellows...
Try going flat mana with a meki pendant+2hp pots? It obv works with Ryze but I've found it to be useful with aggressive support champs too like Blitz and Leona.
Most important. You need to have every single blue buff after the first one goes to your jungler.

Back to your original question, though: Don't get mana regen - flat or scaling - on glyphs and seals, it's a waste on (the usable) APs. I'm gonna say that flat mana regen seals do the job on some APs, scaling mana regen seals do it on every one of them. ADs with a big casting component like Ezreal and Corki do just fine with scaling mana regen glyphs. Work on your mana management instead, if you're still having problems with your mana pool.

Mana management is using as little abilities as possible on creeps without losing CS to the tower or whatever. It also means not wasting your abilities randomly also known as missing your shit entirely.
If you really think there's enough potential in having an additional 2.7mana / 5seconds over additional Magic resistance, Ability Power, Cooldown Reduction or whatever, buy a Faerie charm early game.
It actually gives more mana regen than the runes (which alone kinda demonstrates how terrible the investment in that rune choice is) and you can always sell it later, in total you'll only lose 54gold from doing that, and you get to keep something like magic resistance /lvl glyphs (which would be worth 400gold)
I mean... an ability costs what... say 80mana?
So your additional mana regen runes will grant you that every 2 1/2 minutes. Is that really going to win the lane?

take a champion like Gangplank on toplane then - his base mana regen is something crap like 7 mrgn/5 at level 1. You can double this with runes, and that means twice as much damage on the enemy. Not some shit about 1 more ability every 2 and a half minutes - it means twice as much damage in the lane. This is huge.

Why not start meki pendant? Then it's triple damage in the lane.

I heard not having armor in top lane is the best. Also meki has no use for any top lane besides yorick. Also I know you're just disproving trucky's statement.
